Municipal Election Information
Composition
The Village of Fundy Albert has a council made up of seven (7) elected officials, which includes:
- The Mayor – One (1) is elected by all electors in the Village
- Councillor Ward 1 – One (1) position – elected by all electors within their ward
- Councillor Ward 2 – One (1) position – elected by all electors within their ward
- Councillor Ward 3– One (1) position – elected by all electors within their ward
- Councillor Ward 4 – One (1) position – elected by all electors within their ward
- Councillor Ward 5 – One (1) position – elected by all electors within their ward
- Councillor Ward 6 – One (1) position – elected by all electors within their ward
DEPUTY MAYOR – Council shall elect a Deputy Mayor at its first meeting and annually thereafter at a regular meeting. In the event that the Mayor is unable to act, the Deputy Mayor shall perform the duties of the Mayor, including but not limited to presiding over Council and Committee of the Whole meetings.
These officials are elected during municipal elections and are responsible for making decisions on local governance, by-laws, budgeting, and Fundy Albert services.

Meeting information/commitment
Candidates should be aware of the commitments associated with holding elected office and be prepared to attend Council meetings, committee meetings, and community functions as required.
Council meeting schedule
Council meetings are generally held on Tuesdays; however, exceptions may occur in cases of emergency.
Regular Public Council Meetings
• Held on the first Tuesday of each month at 6:00 p.m.
• Average duration: 1–3 hours
Committee of the Whole Meetings
• Held on the third Tuesday of each month at 4:30 p.m.
• Average duration: 1–3 hours
Holiday adjustments
If a scheduled Tuesday meeting falls on a holiday, it will be held on the following business day of that week.
Budget sessions
Budget sessions are typically scheduled in late October or early November.
Commitment to committees
Councillors typically serve on one or more Council committees. Committees generally meet once per month for approximately one to two hours. Councillors are also expected to provide updates to Council on committee activities.
Constituency work
Constituency work for a councillor in the Village involves maintaining steady and reliable engagement in municipal governance and community representation. Councillors focus on the needs and interests of their constituents, actively participate in Council meetings and committees, and contribute to informed decisions that guide development and services.
While councillors do not take part in administrative or operational affairs, they ensure that policies, actions, and communications align with Council’s strategic goals and serve the best interests of the community.
Maintaining a flexible schedule, disciplined calendar, responsiveness, and a consistent presence in the community are key factors in achieving success as a councillor.
Municipal elected officials in New Brunswick play a vital role in shaping their communities, but their power lies in collective decision-making and strategic leadership, not in directing operations or acting independently. Understanding the scope and limits of their authority helps ensure effective, respectful, and transparent local governance.
The Mayor serves as the primary representative of Fundy Albert. This role involves several key responsibilities:
- Leadership: Guides the Council and provides strategic direction for municipal governance.
- Policy implementation: Works with Council members to implement policy decisions and municipal by-laws.
- Public representation: Acts as the face of the Village in local and regional affairs, representing Fundy Albert at various events and initiatives.
- Council meetings: Presides over Council meetings, facilitating discussions and decision-making processes.
- Community engagement: Engages with community members, stakeholders, and organizations to address local issues and promote civic initiatives.
Fundy Albert Compensation
Council members are paid a salary set by their local government.
Remuneration for Council members is established under By-Law No. 2022-04 – A By-Law Respecting the Remuneration of Council for Fundy Albert.
- Mayor – $40,000
- Deputy Mayor – $24,000
- Councillors – $20,000
Role and Authority of Elected Officials
Overview
Municipal elected officials in New Brunswick are elected representatives who serve the residents of their municipality by:
- setting policy
- making decisions on behalf of the entire community
- providing leadership and oversight
Their authority and responsibilities are defined under the Local Governance Act, Municipal By-Laws and relevant provincial legislation.
What elected officials have the authority to do
Municipal elected officials, as members of council, collectively:
- Set policy and direction
- Approve by-laws, policies, and resolutions that govern the municipality.
- Make decisions on community priorities, strategic planning, and service delivery.
- Establish vision and goals through budgetary and planning processes.
- Approve budgets and financial decisions
- Approve the annual operating and capital budgets.
- Set property tax rates and determine how public funds are allocated.
- Oversee financial sustainability and stewardship of municipal resources.
- Represent the public
- Advocate on behalf of constituents and act as a link between the community and the municipality.
- Ensure community needs and feedback are considered in decision-making.
- Provide oversight
- Monitor performance of municipal services and programs.
- Ensure accountability through regular reporting, audits, and review of operations.
- Evaluate the performance of the Chief Administrative Officer (CAO).
- Enact and amend by-laws
- Pass, repeal, and amend municipal by-laws to regulate local matters.
What elected officials should not do
While elected officials play a key role in governance, there are important boundaries to respect:
- Avoid involvement in day-to-day operations
- Elected officials must not direct municipal staff or become involved in administrative functions.
- The CAO is responsible for overseeing all municipal employees and operations.
- Cannot make individual decisions
- Individual elected officials do not have independent authority; decisions must be made collectively by Council.
- Individual councillors cannot commit the municipality to a course of action or promise specific outcomes to constituents.
- Do not use position for personal gain
- Elected officials must avoid conflicts of interest and cannot use their position to benefit themselves, family, or associates.
- They must declare conflicts and recuse themselves from relevant discussions or votes.
- Do not breach confidentiality
- Elected officials must keep in-camera (private) meeting discussions and sensitive information confidential, even after leaving office.
Governance structure and key relationships
- Council as a Whole: Decision-making body; all policy, by-law, and financial decisions are made by majority vote.
- Mayor: Provides leadership to Council, chairs meetings, and acts as a spokesperson.
- CAO: Implements Council decisions and manages all municipal operations and staff.
- Staff: Provide expert advice and carry out Council-approved programs and services.
Best practices for elected officials
- Act with integrity, transparency, and accountability.
- Focus on long-term community interests over short-term political gains.
- Participate actively and respectfully in Council meetings and committees.
- Engage with the public while respecting Council processes.
- Continue professional development in municipal governance.
- Following a general municipal election, orientation is one of the first formal training sessions provided to newly elected officials. Its primary purpose is to ensure that members of Council gain a clear understanding of their roles and responsibilities in municipal governance and service delivery.

Notice of First and Second Readings
BY-LAW 2026-01, A BY-LAW RESPECTING THE PROCEEDINGS OF FUNDY ALBERT MUNICIPAL COUNCIL AND COMMITTEE MEETINGS
TAKE NOTICE that the Council of Fundy Albert will consider First and Second Reading of By-law 2026-01 at a meeting of Council to be heldon Tuesday, March 3, 2026 at the Municipal Office, 61 Academy Street, Hillsborough.
By-law 2026-01 will replace By-law 2022-03. At the time of amalgamation, the Province of New Brunswick Local Governance department issued By-Law No. 2022-03, A By-Law Respecting the proceedings of Fundy Albert Council and Committee Meetings.
The proposed by-law may be obtained from the Municipal office, between the hours of 8:30 a.m. and 4:30 p.m., Monday to Friday, on the village website www.fundyalbert.ca or email clerk@fundyalbert.ca

Public notice is hereby given that the Fundy Albert Municipal Council is considering amendments to the Westmorland–Albert Rural Plan Regulation.
A public hearing will be held on Tuesday, March 3, 2026, at 6:00 p.m. at the Municipal Office, 61 Academy Street, Hillsborough, to consider amendments to the zoning by-law. Property owners within 250 metres of the area are sent a letter to be informed of these details.
The purpose of the proposed amendment (By-law 26-WAP-069-FA-3) is to rezone a property bearing PID 05036462, from Commercial–Industrial (CI) to Intensive Resource Development Zone (IRD) to allow the establishment of a rock quarry incorporating a crusher.
Any person who wishes to speak for or against the proposed rezoning is entitled to be heard at the public hearing. Those wishing to participate are asked to contact clerk@fundyalbert.ca for instructions.

BY-LAW 2025-02, A CODE OF CONDUCT BY-LAW FOR THE COUNCIL OF FUNDY ALBERT
TAKE NOTICE that the Council of Fundy Albert will consider First and Second Reading of By-law 2025-02 at a meeting of Regional Council to be held on Tuesday, August 5, 2025 in the Alma Cultural Centre, 13 School Street, Alma.
By-law 2025-02 will replace By-law 2022-02. At the time of amalgamation, the Province of New Brunswick Local Governance department issued By-Law No. 2022-02, A Code of Conduct By-Law for the Council of Fundy Albert. In August of 2024, staff received new regulations from the province that need to be included in the Code of Conduct By-Law.

Footloose in Fundy Albert is back – and this year we want to take home the big prize: $100,000!
The ParticipACTION Community Challenge is a fun, nation-wide event that takes place every June.
